The Main Organizations Behind Mold Standards in the US: A Homeowner's Field Guide

The Short Version
Mold work in the United States runs on a patchwork, not a single rulebook. No federal agency licenses remediation contractors nationwide, and there is no federal legal limit for levels of mold in the air of a house. What exists instead is a layered system: private organizations that write consensus standards, independent boards that certify people, federal agencies that publish guidance, trade associations that train, and roughly a dozen states that license the trade outright.
That sounds messy, and it is. But the layers are predictable once you know which body does what. A homeowner who can tell a standard from a guideline from a law can read a proposal, ask three sharp questions, and separate a careful contractor from a careless one in about five minutes.

Where the Rules Behind This Work Actually Come From
Three kinds of documents get called "the rules," and they carry very different weight.
A standard is a consensus document written by a private organization through a formal process, usually with a balanced committee of contractors, scientists, insurers, and end users. It says what should be done, in language a court or an insurer can point at. A guideline is advice published by an agency or association, often excellent, but without the same procedural authority. A regulation is law, enforceable with fines or license revocation.
Most of what governs the cleanup of a moldy crawl space sits in the first two rows. Homeowners are often surprised that the procedures in a good proposal come from a voluntary standard rather than a statute, and that the contractor chose to follow it.
A Quick Map of Who Does What
Keep this table handy when you read a proposal, because the acronyms in the fine print almost always trace back to one of these.
IICRC: The Standard Most Crews Work To
The Institute of Inspection, Cleaning and Restoration Certification is the name you will see most often on a restoration proposal. It does two separate things, and confusing them is a common mistake.
First, it develops standards. The one that matters here is the S520, the Standard for Professional Mold Remediation. Its companion, the S500 Standard for Professional Water Damage Restoration, governs drying after a water loss, where most fungal problems begin. Both come out of a consensus process with a committee that has to include competing interests.
Second, it certifies technicians by exam. The Applied Microbial Remediation Technician certification, written as AMRT, is the mold specific one. Water Damage Restoration Technician and Applied Structural Drying cover drying. These belong to a person, not a company, though a firm with enough certified staff can register as one.
What the S520 tells a crew to do
Without quoting clause numbers, the spine of the document is simple:
Protect workers and occupants first, and document what you found and what you did
Control the contamination so it does not spread through the rest of the building
Physically remove the growth and the affected materials instead of trying to kill it in place
Correct the moisture source, because a cleaned surface that stays damp will grow again
That last point is the one people underestimate. Spraying a biocide and walking away is not mold cleanup. Removal plus moisture correction is the job.
The standard also gives crews shared vocabulary for how bad a space is. Condition 1 is a normal fungal ecology for that building. Condition 2 is settled mold spores and fragments without growth. Condition 3 is active mold growth. A report that reads "Condition 3 in the crawl space, Condition 2 in the first floor cavity" is using S520 language, and it tells the crew where containment goes.
The S500 adds two terms worth knowing. Water is graded by how dirty it was at the source: Category 1 for clean supply water, Category 2 for water carrying significant contamination such as a washing machine overflow, Category 3 for grossly contaminated water such as sewage or river intrusion. The Class of a loss describes how much material got wet, which drives the psychrometrics of the drying plan.
What Does ANSI Have to Do With It?
The American National Standards Institute does not write standards. This trips people up, because the S520 is properly cited as ANSI/IICRC S520.
ANSI accredits the process. It reviews whether the committee was balanced, whether the public could comment, whether negative votes were addressed, and whether the document is maintained on a schedule. Its name on the cover means the procedure met a recognized bar for openness, not that a federal agency approved the content.
ANSI also accredits personnel certification programs against the international ISO/IEC 17024 framework, which covers the integrity of the certifying body itself: independent exam development, a firewall between training and testing, and recertification. That is why a credential from an accredited board outweighs a certificate printed at the end of a two day class.
ACAC and the Case for Third Party Certification
The American Council for Accredited Certification is a certification board, and its defining feature is what it does not do. It does not sell training. You cannot buy a course from ACAC that guarantees you pass its exam, because the board is deliberately separated from the education side of the industry.
Candidates document field experience and education, pass a written exam, and recertify on a cycle. The credentials you are most likely to see are the Council certified Indoor Environmental Consultant and Indoor Environmentalist on the inspection side, the Council certified Microbial Consultant for protocol writing, and Microbial Remediator and Microbial Remediation Supervisor on the cleanup side.
Two things follow. A certified consultant who writes your protocol has demonstrated experience, not just attendance. And the separation matters most when you want an independent opinion, because if one company inspects, writes the scope, does the work, and tests its own results, the incentive problem is obvious.
NORMI: Training and Certification for Inspectors and Remediators
The National Organization of Remediators and Mold Inspectors sits in a different spot. It is a membership association providing training, certification, continuing education, and a public directory, and it is a common route for small firms and independent inspectors. Its courses have been recognized as approved training under some state programs that require a set number of instruction hours.
Because the same organization both teaches and certifies, a NORMI credential functions differently from an ACAC board certification. That is not a knock. A well trained inspector with ten years of crawl spaces behind him will read a house better than a newly certified person with fancier letters. Letters alone never tell the whole story.
Federal Agencies: Guidance, Not a Rulebook
Federal involvement in indoor mold is real but limited, and mostly informational.
The Environmental Protection Agency publishes the two documents that anchor public understanding. "A Brief Guide to Mold, Moisture and Your Home" is written for homeowners. "Mold Remediation in Schools and Commercial Buildings" is written for building managers and is the source of the widely repeated size thresholds: patches under about ten square feet are usually a homeowner job, and areas larger than roughly one hundred square feet call for professionals with full containment. Those are sensible planning thresholds, not law, and they do not replace judgment about what is behind the wall.
The EPA does not certify or license contractors, set a numeric limit for airborne spores, or endorse firms. Anyone claiming to be "EPA certified" for this work is either confused or selling.
The Occupational Safety and Health Administration is a regulator, and its rules bind employers with respect to their own crews: respiratory protection, hazard communication, and personal protective equipment. OSHA has also published a workplace bulletin, "A Brief Guide to Mold in the Workplace," with the same core approach. Fix the water, remove the growth, protect the workers.
The Centers for Disease Control and Prevention and the National Institute for Occupational Safety and Health handle the health side. Their consistent message is that damp buildings are associated with respiratory symptoms and that individual sensitivity varies widely. NIOSH publishes a dampness assessment tool that scores buildings on observable water damage rather than spore counts, a useful corrective to the idea that a lab number settles anything.
The Department of Housing and Urban Development addresses moisture through healthy housing programs and property standards, which is where mold requirements sometimes appear in a lease.
On health, keep expectations calibrated. Reactions to damp indoor conditions vary from person to person, and no organization can predict from a report what a given mold exposure will do to an individual. If someone in the house has ongoing symptoms, that conversation belongs with a physician.
The Industrial Hygiene Side: AIHA and ABIH
The American Industrial Hygiene Association is the professional home for the scientists and consultants who evaluate buildings, and two of its contributions reach homeowners directly.
The first is technical literature. AIHA publishes a well known volume on recognizing, evaluating, and controlling fungal growth indoors, used by many consultants writing protocols.
The second is laboratory accreditation. AIHA runs accreditation programs for environmental microbiology laboratories, meaning the lab analyzing your samples has been audited for proficiency, chain of custody, and analyst competence. When a report comes back listing Aspergillus, Penicillium, Cladosporium, Alternaria, Chaetomium, or Stachybotrys, those identifications are only as good as the lab behind them. Ask which lab was used and whether it is accredited.
The American Board of Industrial Hygiene certifies the Certified Industrial Hygienist, or CIH, the most demanding credential that regularly appears in this field. It requires a science degree, years of practice, a rigorous exam, and ongoing maintenance. You will not need a CIH for a bathroom or a crawl space. You may want one for a large loss, a school, a workplace dispute, or a case where an occupant's health is in question.
Building Science Bodies: ASHRAE, ASTM, and the Code Councils
Every mold problem is a water problem first, so the organizations that decide how buildings handle air and moisture sit upstream of everything else.
ASHRAE writes the ventilation standards used in residential and commercial design, a standard devoted to moisture control design criteria, and the thermal comfort standard. Its handbooks are where the psychrometrics live, the science behind relative humidity, dew point, and why a dehumidifier is a different tool from an air conditioner. The practical version: when the surface temperature of a joist or a sill plate drops below the dew point of the air touching it, that surface gets wet, no plumbing leak required. That explains most of the crawl space work we do in the Ohio River valley.
ASTM International publishes test methods and assessment guides, including a widely used guide for assessing fungal growth in buildings. Its value is consistency, so two inspectors following the same method produce findings you can compare.
The International Code Council writes the model codes that states and cities adopt and amend, including residential provisions for vapor retarders, crawl space ground covers and ventilation, flashing, and drainage. Codes carry legal force, because the local building department enforces them. If encapsulation changes how a crawl space is ventilated, code is in play, and your contractor should know what the jurisdiction expects.
Trade Associations and What Membership Really Signals
The Restoration Industry Association is the oldest trade group in restoration and offers advanced designations for experienced restorers. The Indoor Air Quality Association focuses on education for the assessment side and is closely allied with ASHRAE. NADCA sets the standard for cleaning HVAC systems, which matters when ductwork or a condensate line is part of the problem.
The honest read: membership signals engagement, not skill. Any company can pay dues, and dues say nothing about whether the crew sets containment correctly or the owner honors a warranty. Weigh it behind certifications, references, and contract language.
State Licensing Is Where the Teeth Are
If you want enforcement, look to your state. Roughly a dozen states regulate this trade directly. Some require separate licenses for mold assessment and remediation and prohibit one company from doing both on the same property, the strongest conflict of interest protection in the industry. Others require registration, training hours, insurance minimums, and written work plans. Many regulate nothing mold specific at all.
Kentucky and Indiana fall into that third group. Neither runs a mold specific contractor license, so a company working in Louisville, New Albany, Jeffersonville, or Owensboro is not required by the state to hold any mold credential. That is why the voluntary layers matter here. In an unlicensed state, the standard a contractor follows, the certifications their technicians hold, and the warranty they put in writing are the whole of the promise. Rules change, so confirm current requirements with your state department of health rather than relying on anything you read online, including this.
How to Read the Letters After a Technician's Name
Three questions cut through the alphabet fast. Who issued it, and do they also sell the training for it? Is it held by the person who will be on my job, or by someone in the office? When was it last renewed? A contractor who answers all three without hedging is telling you something.
What This Looks Like on a Real Job
Standards feel abstract until you watch them play out. Here is a typical dirt crawl space job, with the organizational fingerprints marked.
Assessment. An inspector documents visible mold, checks moisture content in joists and subfloor with a meter, logs humidity and temperature with a hygrometer, and works out whether surfaces are sitting near dew point. Photos and readings go in the report, structured along ASTM guidance and S520 vocabulary.
Protocol. Findings become a written scope naming materials to be removed, the containment plan, and the moisture correction work.
Containment. Crews set polyethylene barriers and pull negative pressure with a negative air machine running HEPA filtration, exhausted outside where possible, with air scrubbers inside. Careless operators skip this, and it is the difference between cleaning a crawl space and redistributing the problem into the living room.
Worker protection. Respirators, suits, gloves, and eye protection under OSHA requirements. Fit testing and a written respiratory protection program are the employer's obligation, not optional gear.
Removal. Affected porous materials come out. Wet gypsum drywall and saturated insulation get bagged and discarded rather than dried in place. Structural wood is cleaned by physical means, then HEPA vacuumed.
Moisture correction. The reason the space was wet gets fixed: vapor barrier replaced, grading and gutters corrected, a condensate line rerouted, a sump pump or French drain added, or the crawl space encapsulated and dehumidified.
Verification. Meters confirm materials are back to a dry standard, per the S500. Where the situation warrants it, a third party verifies the work through visual inspection, surface sampling, and air sampling analyzed by an accredited lab.
One caveat on clearance. Air sampling is a snapshot. Counts swing with weather, activity, and time of day, and no organization publishes a legal threshold separating a passing house from a failing one. Good verification leans on visual inspection and moisture readings first, with lab data as support.
What a Good Contractor Should Put in Writing
The specific standard the work will follow, named in the contract
A written scope listing materials to be removed and containment to be used
The moisture source identified, with corrective work included in the price
Which certifications the people assigned to your job hold
Whether verification happens, by whom, and who pays
Warranty terms in plain language, including what voids them
Proof of general liability insurance and workers compensation
Who handles it if growth returns inside the warranty period

Limits, Gaps, and Honest Tradeoffs
There is no national exposure limit. Nobody publishes a spore count that makes a house safe or unsafe, because the science does not support a single threshold. Anyone selling a pass or fail number is overstating what the data can do.
Certification is uneven. Some credentials require documented experience and independent examination. Others require attendance and a fee. In a brochure they look alike.
Testing gets oversold. Sampling for mold has real uses: finding hidden mold behind a wall, comparing a room to a control area, verifying cleanup. It is a poor first step when growth is already visible, because it adds cost without telling you anything the eye and a moisture meter have not established.
Cheap bids skip the expensive parts. Containment, HEPA equipment, disposal, and moisture correction are what the money buys. A bid far under the others is usually missing one, and the growth comes back.
Prices vary widely. Residential projects in this region run from a few hundred dollars for a small bathroom area to several thousand for a full crawl space with encapsulation and a dehumidifier. Those are typical ranges that shift with region, access, and scope, not official figures, and only an on site inspection produces a real number.
Frequently Asked Questions
Is there a federal license required to do this work?
No. There is no national license or federal certification for contractors in this trade. Federal agencies publish guidance and, in OSHA's case, worker health and safety regulations, but licensing happens at the state level and many states have no program.
What is the difference between the IICRC and ACAC?
The IICRC develops consensus standards and certifies technicians on procedures. ACAC is an independent board that certifies experienced individuals by documented experience and examination, and it does not sell training. Many strong professionals hold both.
Does the EPA certify companies?
It does not. The agency publishes guidance and does not endorse, certify, or license firms. A claim of federal certification for this work is a red flag.
Do I need testing before cleanup starts?
Often not. If growth is visible and the water source is obvious, testing rarely changes the plan. Sampling earns its cost when growth is suspected but not located, when you need to compare rooms, or when independent verification afterward matters to you.
Should the same company inspect and do the work?
It depends on the job. For a straightforward bathroom or crawl space, one company doing both is normal and efficient. For a large loss, a dispute, or a case where someone at home is unwell, hire an independent consultant to assess and verify, and a separate contractor to do the work.
What do the S520 condition classifications mean?
Condition 1 is a normal fungal ecology for that building, Condition 2 is settled spores without growth, and Condition 3 is active growth. They tell a crew where to set containment and how far cleaning extends.
Are some species more dangerous than others?
Lab reports commonly identify genera such as Aspergillus, Penicillium, Cladosporium, and Stachybotrys, and public attention fixes on the last one. In practice the response is driven by how much growth there is and where the water came from, not the name on the report. Health effects differ from person to person, so symptom questions belong with a physician.
Does homeowners insurance cover this?
Sometimes, and it usually turns on the cause. Sudden and accidental water events are more often covered than long term seepage or deferred maintenance, and many policies carry a dollar cap for fungal damage. Read the policy language and ask your carrier.
Can I handle a small area myself?
Yes, within limits. Federal guidance treats isolated patches under about ten square feet on a hard surface as reasonable for a homeowner with gloves, eye protection, and an N95, provided the water source is fixed. Call someone if the area is larger, if it is inside a wall or duct system, if the water was contaminated, or if anyone in the home is immune compromised.
What is the best way to prevent mold growth in the first place?
Control water and humidity. Keep the crawl space dry and covered, run bath and kitchen exhaust outside, hold indoor humidity in a moderate range, keep gutters and grading moving water away from the foundation, and fix leaks in days rather than months. Mold prevention is almost entirely moisture management.
